I go to a lot of older pools with barriers that are a combination of everything. That is dedicated pool fencing, boundary fencing, building walls, pool sheds, windows and doors. Everyone of these have their own set of specific rules.
Barriers like these are complex and every component changes over time. They need constant attention and are not what I recommend.
My approach is always to simplify the pool barrier to something that is robust, easily maintained and certain to pass. This takes the three-yearly angst out of your life wondering/hoping that it passes.
Sometimes this involves trade-offs with the area around the pool and access. If you have the three-yearly worry, think about this approach and come to terms with it. I can advise how to simplify.
I think of this as future proofing. Knowing that you are compliant and robust is peace of mind for you.
